GENERAL STATEMENT OF DUTIES

This is a responsible position that requires a flexible individual who can work well with a variety of individuals in person and via electronic communication. Duties include oversight, monitoring and evaluation to determine financial and operational compliance of workforce development programs and services available through subrecipients, contractors, and vendors. May also conduct oversight of the internal operation and systems of the Board. Evaluates effectiveness of workforce system, including analysis and development of performance reports and quality assurance reviews. May conduct research to determine if fraudulent activity has occurred when there is a report of suspected fraud or reason to believe that fraudulent activity has or is occurring.

EXAMPLES OF WORK

Develops annual risk assessment and corresponding monitoring schedule based on identification of areas of greatest potential liability and highest priority for review.

Creates and utilizes appropriate tools and instruments to assess compliance and quality of workforce programs with federal, state and local regulations, rules and policies.

Generates random and other samples and performs testing to ensure adequate documentation, effective service delivery and attainment of performance outcomes.

Evaluates contracts, financial statements, records, policies, procedures and other documents of Board and Subrecipient to ensure compliance with applicable federal, state and local policies, rules, laws and regulations.

Creates written reports that provide an overview of monitoring process, identifies any errors, findings and/or observations, and provide recommendations and technical assistance designed to lead to continuous improvement in service delivery.

May participate in conduct of special investigations and slant reviews as well as on-site evaluations to assess adherence to standards for maintaining confidentiality of Personally identifiable information.

Maintains an awareness of current programmatic and system requirements through research, attendance at training events or workshops and networking with other workforce professionals.

Prepares and maintains records, including work papers, of all activities that are clear, concise and accurately document work activities related to oversight and evaluation.

Serves as primary contact for Board with external evaluators, including staff and/or agencies working for or on behalf of workforce subrecipients, those hired by the Board and state or federal agency representatives.

Other duties as may be assigned by supervisor.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge
? Knowledge of relevant workforce development programs, regulations and compliance requirements at federal and state level is highly desirable
? Knowledge of Texas workforce system services and programs, including career and training services is desirable
? Understanding of basic principles of quality assurance, including risk assessment, and root cause analysis, data collection and integrity and performance indicators.

Skills
? Strong analytical skills, including the ability to identify trends and patterns that may be systemic.
? Skilled at developing recommendations to address identified deficiencies that will result in improvement.
? Must have excellent business writing and oral communication skills
? Must be a self-starter with excellent time-management and organizational skills, including adherence to timelines
? Proficient in Microsoft Office 365 software programs, especially MS Excel as well as communication and file sharing platforms including Teams, SharePoint, and Zoom
? Technology fluency and understanding of electronic file systems is highly desirable.

? Must be able work with a diverse audience, avoid even the appearance of conflict-of-interest and maintain confidentiality.

ACCEPTABLE EXPERIENCE AND TRAINING

Prefer three or more years of experience in workforce development or related programs at a federal, state or local workforce system level. Bachelor?s degree from an accredited four-year college or university is required. Experience working in Texas workforce system is desirable.

CERTIFICATES AND LICENSES REQUIRED

Valid Texas motor vehicle operator?s license or available alternate means of transportation.
